Researchers investigate market design and operations management

In the REGEES research project, a consortium from research and industry has developed optimal operating and control strategies for a reliable electrical energy supply in Germany. The aim is to fully integrate the feed-in from renewable energies created by 2030.

Transmission system operators increasingly have to intervene in the grid operation in a stabilising manner with unplanned measures. According to Germany’s Federal Network Agency, more than 20 billion kilowatt hours of such redispatch measures were necessary in 2017. This roughly corresponds to the annual demand of 5.7 million households. At the same time, over 5.5 billion kilowatt hours of renewable electricity were ramped down owing to the lack of grid capacity as part of the feed-in management (abbreviated as “Einsman” in Germany).

In the REGEES research project – the name stands for Regenerative Electrical Energy System – the interaction between transmission and distribution system operators, i.e. the TSO-DSO network operations management, was analysed and optimised. Here a specific feature of the renewable energy system was taken into account – namely that the majority of decentralised producers are connected at distribution network levels and are not directly available to the transmission system operator for regulation. The work in REGEES therefore focussed on, for example, the coordinated use of existing flexibilities, such as energy storage systems or switchable loads, for the benefit of transmission and distribution networks. With the methods developed, a transmission system operator can use the flexibility of plants in a subordinate distribution network.

The newly developed operational management strategies are aimed at improving the coordination of the transmission and distribution system operators as well as the horizontal network management within a given voltage level. The researchers investigated how grid-supportive degrees of freedom can be harnessed at all network levels.

The second research focus was on coordinating the market and network management: the capacities of relevant grid connection points are already taken into account by electricity trading when procuring electricity. An electricity trader's balancing group therefore not only covers the needs of its customers but also considers grid-supportive aspects. One result of REGESS, however, is that interventions or shutting down renewable energy systems cannot always be avoided.
